NSPS does not seem to be a step forward but rather a step back. The current civilian personnel system might actually work if anyone ever took the time to provide training to the people we call managers. Why should all the dedicated government employees be the ones to have all our rights stripped away? I do my job and do it well, but this is not going to help anyone in the long run. This will only tear down the mutual respect that most civilian employees have for each other. We will no longer work as a team, but as individuals out for one thing--to please the supervisor. The mission at hand will be forgotten. That is a step in the right direction.
