To: Program Executive Office, National Security Personnel System, Attn: Bradley B, Bunn. My opinion is based on over 30 years experience with civil service with the Department of the Air Force and Defense Contract Audit Agency. I believe the proposed changes will be detrimental to both the Air Force and their employees. Over the many years I have seen many injustices to employees commited by management. Most dealt with favoritism toward a friend or relative, and against anyone whom would question certain improprieties, and in some instances on personal prejudices. If the proposed Subpart C Pay, Sections 9901.301 to 9901.373 are included in the reform legislation these employees will no longer receive any cola increase at the total expense of the buddy network. The theme of this problem is also intrinsic to the following subparts: Subpart D Performance Management 9901.401 to 9901.409; Subpart F Workforce Shaping 9901.6012 to 9901.611; Subpart G Adverse Actions 9901.701 to 9901.810 and Subpart I Labor Management Relations 9901.901 to 9901.929. Although not perfect, our current system has evolved to include many checks and balances which were necessitated by the abuse of power in the past. In the long term the American people will be hurt the most, as total corruption will be unchecked.
