My biggest concern is the pay band. I feel this will be even more evident of the "Good Ole Boy" system. If you are not the supervisor 's favorite, then you will receive a low appraisal and no monetary award. It is pretty much like this now with our appraisal system; not to mention promotions. For some of us, the step increase and president annual increase is the only time we get an increase in our salary. Then for some of us, we may have max out on our step increase; then you are now only receiving the annual increase. I think the step increase need to be left in place and add two more steps to it; or depending on the number of years you have been in your step 10 - automatically (for example: been a step 10 for 5 years; give some type of increase to employees pay, other than the annual increase, let this cycle continue every five years you are still in that step 10). As civilians, we work hard if not as hard as our military (by the way, whose pay need to be increased); and feel the annual raise should be more than the small percentages we have been given over the past years.
