What will mandate the conversion of military positions to civilian position? I recall several years ago that similar language was issued, i.e., converting military positions to civilian positions. I have seen a continued push by military management to convert civilian positions to military positions. This is because in the DoD the management positions are military and I have experienced and viewed first hand the continued conversion of civilian positions to military positions. This is a serious problem and leads to inefficient operations.
