I am against this proposal and I believe that this proposal will hurt Civil Service. I have been in the civil service 23 years and feel that by putting the authority into management's hand, it will give them the opportunity to pick and choose who they will give an increase in pay too. I read my fellow DOD employee's comments and I too agree, what does national security have to do with pay and performances? I think this is a bad move because in the event a supervisor has something against an employee, they will decide the lively-hood of that person well-being and their cost of living.
