Pay and Pay Administration - Subpart C “In keeping with the desire of the Secretary and the Director to achieve and sustain a culture of high performance, the proposed regulations provide that these pay adjustments will not be provided to employees with an unacceptable performance rating.” This is the same weakness that already exists. Aside from complaining, a poor performer, who should be fired, isn’t going anywhere just because you don’t give him a raise. This is a continuation of the “do little” or “do nothing” approach to performance.
