The NSPS system should not be implemented for the following reasons, it promotes favoritism when selecting employees for any promotions, completely eliminates Veteran preference for hiring and firing and eliminates seniority rights. Regardless of the stated intent of implementing the NSPS system, it will provide management with the authority to fire or dismiss employees not based on performance but based on favoritism. Favoritism/performance will be entirely based on the subjective view of the immediate manager. If an employee has an excellent performance rating, they will be under the subjective scrutiny of the manager and may not receive a promotion or COLA. This system would in effect grant too much authority to the supervisor and cause the exact situation it is attempting to reverse. All an employee would have to do is be on “good terms” with a manager to receive promotions and COLA increases. Veteran status under this system would also be eliminated. If someone defended his or her country during wartime, it would not have any bearing during a Reduction In Force (RIF). This is another way of not thanking the Veteran. Seniority also takes the same approach as described above for promotions. The existing so called antiquated system was implemented so that the conditions listed above would not be allowed to take place in the Federal system.
