My concern is for programs which currently guarantee non competitive promotion. For example, the program I am on started me as a GS-07. After a year, I will be promoted to a GS-09. At the end of another year, I am promoted to a GS-11. These are guaranteed promotions with guaranteed salaries. It appears to me this "guarantee" the government has given me is going away. Under the paybanding, as I understand it, the absolute maximum pay increase an employee can receive is 20%. Unfortunately, this 20% (which is not realistic to assume one would receive) is not as much as the span between the GS-07 and GS-09 salaries, nor the GS-09 and GS-11 salaries. In short, if there is no way to ensure people on programs such as mine receive the salaries they were promised when hired, newly acquired talent may start to leave government service. This would go against the whole philosophy of pay banding.
