--Reference: 9901.409 (g) Rating ...Performance [Challenges] “A rating of record may be challenged by an employee only through a reconsideration procedure as provided in DoD implementing issuances. This procedure will be the sole and exclusive method for all employees to challenge a rating of record. A payout determination will not be subject to reconsideration procedures”. --Questions: Will the NSPS reconsideration procedures allow rating score redress in similar fashion to the one currently used by the Air Force Research Laboratory? (a.) Currently the Air Force Research Laboratory (AFRL) manages its Scientists and Engineers under a Contribution-based Compensation System (CCS). The AFRL CCS permits employees to challenge their performance ratings by grievance procedures. Based on advice of the Pay-Pool’s Division Chiefs, the AFRL CCS Pay-Pool Manager either increases or decreases the reevaluated score recommended by the first level supervisor. Will NSPS redressed ratings system be similar? (b.) The AFRL CCS permits a change in employee’s salary based on the resolution of the employee’s challenge to CCS rating assessment. Will the NSPS redressed rating score change that employee’s salary payout that same year?
