Pay for performance probably works very well in the civilian sector where businesses supply a product and employee performance can be rated or measured by how well he/she produces or brings in money for the company. The Government provides a service to the citizens of our country, not a product. Ratings will differentiate as much as there are supervisors, and even though supervisors will be held accountable for their ratings, personal feelings and attitudes will still enter into the equation making this system highly unfair.
