The Case for Action...a future that is defined less by size and more by mobility and swiftness, one that is easier to deploy and sustain one that relies more heavily on stealth, precision weaponry and information technologies. The above statement is taken out of the proposed rule. This sounds like we are Warfighters and not civilian employees. I was not trained nor did I sign up to be a Warfighter or work in a war zone. You cannot use civilians to make -up for the lack of Warfighters. Also, the GS pay scale provides pay security and locality adjustments to the workforce; the National Security Personnel System does not.
