Pay and Pay Administration - Subpart C Reduction in Band: It is not clear how this varies any from the current personnel system that allows for reduction in grade. The question really boils down to how infrequent this administrative action is ever used. Given that so few employees’ performance is rated unacceptable, this would appear to be a mythological gain.
