The Department of Defense has released what they say are the details of NSPS for thepublic. After reading the rules and regulations that they developed with little or no input from Labor or oversight by Congress, I find that NSPS will be treating the Civilian workforce as you would a criminal that is going to of has done something against our goverment. The NSPS wants to removemy Union rights. This was proven when they failed to sit down and negotiate with the Union's that came to the table. Does this mean that NSPS will not be fair and equitable when it comes to pay, overtime, trip selection, environmental pay, shift change, safety and a Union Contract. NSPS will institute a new pay system which consists of pay banding and pay-forperformance. This means that management will decide on how much of a pay raise orpay cut you will get, so if you are not in the good old boys club you could get a pay cut or worst. NSPS will give management the right to lay-off, furlough or RIF individuals as they see fit. Seniority will have no affect on managements decision. The only employment protection that will remain in place are those that exist under anit-discrimination law. NSPS will remove the whistleblower protection. Therefore, if you report a safety violation or unsafe working condition, management will be able to retaliate against you. NSPS will allow the Secretary of Defense to use government civilians as a "deployable civilian workforce". This means you could be sent anywhere DOD wants to send you. Even to a war zone. Just like active duty military, you will get your orders and you will go. WHEN DID CIVIL SERVICE EMPLOYEES BE COME A THREAT TO NATIONAL SECURITY? Every aspect of NSPS may be changed "at the sole and excusive discrtion of the Secretary 0f Defense". This makes the whole system too political. WHAT HAPPENED TO THE CONGRESSMEN AND SENTORS THAT USE TO LOOK OUT FOR GOVERNMENT CIVILIAN WORKS WELL BEING? Proposed pay system is subject to favoritism, personalities and cronyism. Current bargaining system has worked well for management and labor for years. The proposed NSPS regulations are not consistent with the intent of the law that was enacted by Congress. DOD ignored Congress and Labor in violation of law while developing NSPS. Civilian employees did not join the military and should not be deployed. Removing seniority from the equation will result in loss of decades of experience. DOD employees are doing an outstanding job of supporting out nation defense. I have been a goverment employee for thirty years and am proud to have serviced my country for that amount of time. This NSPS is a disgrace to me, my father that served twenty three years in the Army and my grandfather that served for thirty years as a goverment worker and to all Civil Employees that have worked and are working for the goverment now. My recommendation is to leave the system the way it is and put this NSPS in the trash where it belongs. THANK-YOU JOHN SWEET
