Our new system must adequately compete with the private sector and specifically address competitive pay (and benefits). As the Fed Gov't is not a profit generating organization per sey, rapidly and properly allocating funds to organizations that warrant more (or less) resources to continue to improve (or reduce) "production" will be very challenging. If not executed prudently, we stand to lose critical talent in essential mission areas. Gaining fresh talent, albeit increasingly not inexpensive, is relatively easy ... the challenge will be ensuring the requisite "experienced" talent is retained.
