Comments:
The physicians comparability allowance under 5 USC 5948, requires that the physician be paid under certain listed pay plans such as GS etc. The NSPS will need to be added to that list in 5 USC 5948 (g) through an amendment to the PCA Act before bringing physicians who receive a PCA into the NSPS.
