Pay bands: First - I'm not sure whether I understand this correctly. If base pay is never tampered with, and annual evaluations determine if you do/do not get an increase or bonus, I can probably live with that. Even in the current system, a certain amount of subjectivity determines whether or not on receives a bonus or cash award, etc. But I do have a problem with NSPS if base pay could be less than what was earned the previous year because it seems significantly more subjective than the current system. Possible involuntary deployment/reassignment: In the Myth vs Fact portion of the website, I read that involuntarily deploying or reassigning an employee to a war zone can happen under the current system. I haven't seen this happen. I think it's wrong under any system to do that, especially since civilians are not required to be in the physical shape his/her military counterparts are, and therefore would be more likely to hamper the mission than be an asset to it.
