What is the goal of terrorism? Is it not to force change in many democratic countries and make them more like countries led by dictators, fascist and communist oriented leaders? When do the terrorist win? When governments react to terroristic acts and propose changes that deny citizens and government employees rights to due process? The proposed National Security Personnel System (NSPS) regulations issued by the Department of Defense (the Department) and the Office of Personnel Management (OPM) will only send messages to future terrorist that they can influence the way our government operates and they can make our democratic country more like their less democratic countries. The proposed regulations also exceed the authority Congress granted in the NSPS statute in the many ways I'm sure others have addressed. Ending collective bargaining in the Department of Defense (DoD) is a direct violation of Congress’ specific order to the contrary, as management can literally apply it to any situation in the DoD to deny bargaining. Why are so many dedicated soldiers working so hard? To retire and become government employees with no employee rights? To be denied the right to a fair hearing because one works for the Department of Defense? To have a judge’s fair ruling overturned to meet the needs of the persecutors? DoD and OPM should scrap their harmful proposals for NSPS and work collaboratively with employee unions to develop a new system, as Congress directed them to do! Let us not have our democratic ways be changed by perceived threats of terrorism. If we do allow so, the terrorist win.
