As an engineer with nearly 20 years of service, I feel that the new pay banding criteria will hurt more people than it benefits. Currently, all employees are subject to the same rules and regs. This all will go away. What will be left is truly a patronistic system of "friends" and "golfing buddies" Even the steady and unglamorious workers will be effected becasue the "bonuses" will eat into the base pay of those workers. Since no new money is allocated for pay raises and bonuses, the base pay has to be reduced, and that hurts the majority of the workforce. Once the pay freeze is lifted and the "market forces" take over, the regular Joe is finished. What is important to the DOD workers is the knowledge that pay is not arbitrary and has structure. Again, the rules and regs to follow. This is the prime example that we follow from those who serve. My energies are directed to the best support for the Navy and its dedicated servicemen. Why should I be distracted by whether or not my next step increase or my "pay raise" is going to happen or not. Why cause the heartburn to the people who don't deserve it. It is always sad and dishearting to know that the choices and decisions made come from walnut lined offices, and very little consideration for the many "little cogs" that actually move DOD forward
