The idea that the NSPS will somehow allow the DoD to recruit "top talent" from the private sector is ludicrous. Look, I know I've only worked for the government for six years and for only two different departments. Even so, I don't know anybody who decided to work for the government because of the money. Think about it. Who makes more money: the President of the United States or the average CEO of a Fortune 500 company? I just don't see how government jobs can ever pay as much as private sector jobs (particularly in our current budget crisis). People usually take jobs with the Federal Government because government jobs offer much better benefits than private sector jobs. Ironically, NSPS is seen as threatening these very benefits (seniority, RIF procedures, etc.). Therefore, I conclude that the NSPS is fundamentally flawed and probably will not work well.
