This NSPS is based on favoritism and this will not be equal employmnent opportunity. Your immediate supervisor will be controlling your salary. My immediate supervisor changes every year. I belong to the union and do not want my supervisor controlling my income. I have worked too hard for 22 years civil service and feel like I should and will have a say in this proposed pay banning plan. This is not for the well being of me as an employee. I will speak out and to the best of my ability protect my rights and the rights of my children and grandchildren. Where I work now civil service jobs as they open up are being given to retired military. They keep civilians from being promoted. They have homesteaded at Scott AFB during their military career and then retire into our civilian positions. I oppose this pay banning plan and everything that it stands for. This is just another excuse to zip up the civil service positions. This is not the Amercian way.
