Comments:
While the old system is far from perfect, the new system will give new meaning to the words "good old boy system". People who know someone (and don't do a good job or don't care) will get "preferential" treatment, while some one who is a hard worker and cares about the job will be left by the wayside. At least with the old system people outside the "good old boy system" had something to look forward to in step increases. And human nature being what it is the new system will not work because the "good old boy system" runs from the low to high on the totem pole!
