Subpart C???? I think? Which is one comment. Why is it so cumbersome to read? With regards to supervision being allowed TOTAL control in which to determine an employees value (promotions, pay, firing, etc.) is setting the stage for blatant discrimination. At least now they have to guise their discriminative ways. And some folks allow their emotions to dictate how they rate an individual rather than making their decisions based on the true value of an employee. I see this as taking huge steps backwards in time if this system is allowed to move forward.
