The whole thrust of this new system is 'arbitrary' and provides management with unchecked powers. Workers can be moved around, pay raises and promotions will be at the complete discretion of management and a worker can be selectively RIF'd by project (wrong place, wrong time). In all it sets the collective bargaining system and gains made in civil service employee relations back to the 1930's. After reading some of the changes proposed by this new system, a one word description of 'dictatorial' comes to mind.
