Dear Sir/Madam, This is the worst action I have seen that has been shoved on the government workers, you have people who have served in the military services and come work for the goverment and you have people who have worked for the goverment right out of high school, my main concern is you are give one man too much power and I agree with another employee who stressed the part about the racism in the civil service and with this added edge, you are asking for problems, people are not going to go by what a person says about them in a negative life, based on what this one person says, it depends on whether a raise or promotion is given. People today have a lot of hang ups, and most evaluations will be based on this one person's opinion, I've known people(hard working people) who knew their jobs very well, worked for the govenment for 30-33 years at a low grade, while on the other hand, you have people who make sure they get into the "inner circle" who got there by hook or crook and NOT know a thing about the job, someone has to train them, walks away with a pay raise, promotion, etc,. These Congressmen, who the public has put into office, forget when it is not hurting their way of living, they forgot who put them in office, the working people Once again the workers have to loose out because of unfair justice. I hope the UNIONS stay the fight, there should be another march on Wahington, to let Congress, (those little men) who WE have put in office, NOT forget the people who have put them there.This is the worse pay system to come down the pike and Congress should be ashamed of themselves, we are telling Iraq and Iran to be fair to their citizens, we should practice what we preach
