I am presently working at a Marine Base in California. Already one supervisor has it in her head that I am not to receive training that was offered to me and accepted by my supervisor. Instead she has decided her favorite should get it, even though this person is junior to me in seniority but at the same GS rank. I requested that I, in accordance with my GS rank, receive additional duties equivalent to what is being offered to the favorite co-worker. My supervisor told me that wouldn't happen; to keep the status quo, the favorite co-worker would get to do the additional training. This makes the training available only to the favorite and I am left with only my GS rating to insure I continue to get paid for my work--where the favorite will be able to get promotions due to the extra training she was favored with. This also affects me if I should apply for another job, I will not have the additional training to put in my resume. With NSPS, I would not be eligible for any promotions, due to the fact that the favorite got the training she would receive the promotion. It is unfair to me and any one else in a position of seniority when a person junior gets all the advantages, due to the personality of a vengeful supervisor, even when she is not in my chain of command, which is what NSPS would allow to happen.
