NSPS Overall: Strongly encourage DoD, DHS, and OPM to press with developing 1 personnel system for Federal employees. It does not need to be the current system, but one system is a central feature in making the Federal government an employer of choice. Employees need one set of principles, policies, programs, procedures, and support systems in order to effectively and efficiently work in whichever agency they can best serve. Agencies need the same in order to quickly and consistently understand the qualifications, employment status and compensation of job applications and employee transfers. Third-party adjudicators would be better off with the same. Congress passed the Classification Act of 1949 to end the troublesome practices of one Federal agency "raiding" employees from another and employees being unnecessarily portable in seeking the highest pay for the same work. Let’s not forget lessons learned and return to those conditions. RECOMMENDATION: one Federal personnel system.
