There is a lot of information to digest and draw inferences from, and this has to be done in a very short period of time. For something that will have such far-reaching consequences, not enough open meetings and discussions have been held, and some of us may think that this was by design. From the little I have been able to read, this "new and improved" system is going to invite cronyism even more so than before. I'm not persuaded that performers will be the winners--not unless managers are held up to higher principles than they are now. What is going to keep a manager from using his new-found flexibility to move certain people into choice positions while the real performers continue to be stuck in a rut? I'm not convinced that the current caliber of management we have will promote the performer, who would tell management what they NEED to hear. I think that people who tell management what the WANT to hear will get the choice positions and high appraisals--now more than ever. This initiative should go through a lot more publicity and discussion before it's put into effect.
