Page 7560, 3rd column, prior to Performance payout. Add the following: Pay Pool Audit Panel: The pay pool results must be presented by the pay pool manager to an independent third party pay pool audit panel prior to approval for performance pay out. The pay pool audit panel consists of members of other pay pools (at least 2 others) in which they are voting members. The pay pool audit panel must certify the pay pool panel's process for determinging the payouts (basis for scoring, evidence of performance and final results). The pay pool audit panel must not have any financial or managerial relationship with the pay pool manager or his/her panel. Failure of the audit process to reach 100 percent satisfaction of results will be grounds for OPM intervention. Results of the pay pool audit will be documented and filed with the pay pool documentation. Rationale: An auditing process will further help reduce any possibility of problems, greivances, etc and should also help normalize and standardize (cross level) the process across organizations.
