If the aim is to weaken and destroy Civil Service, then NSPS is the tool to accomplish this purpose. NSPS coupled with the overwhelming march to hire contractors in place of civil servants, will result in an even stronger market driven mentality invading government where monetary profit will drives decisions, even those involving national security. Only when it is too late will its creators and those who allowed its implementation see the folly of this choice. Congress has given an open check to this administration to write the new rules as they go along. Instead of identifying areas in Title 5 that need revision or improvement, or making recommendations of specific changes to Title 5 that are causing the "perceived" problems cited by this administration, they have succeeded in tossing out ALL of Title 5.
