The National Security Personnel System will not function in the Department of Defense because of the entrenched hierarchal bureaucratic culture. For the last 10 to 12 years civilian agencies have been growing beyond the hierarchal model. But the Department of Defense cannot grow from out from under the most hierarchical bureaucracy in the world—the US Military. Under a true pay for performance system the most important element is to first hold managers responsible for performance. Only when a manager is held responsible for getting the job done economically, efficiently and with innovation will they make informed hiring and promotion decisions. That said the best performing system has very few “layers” of managers since they tend to be less “productive” than the people who do the work. The most effective organization consists of self-directed properly motivated teams who collaborate to solve problems. This vision is so far from where we are today that it is basically unattainable.
