Subparts B, Classification, and C, Pay and Pay Administration: Let’s take advantage of NSPS to end the silly practice of managing both workyears and pay in DoD. Workyears are a good way to monitor the employee strength, and can be done with computerized reports. However, to task components to “use or lose” workyears, while at the same time doing “more with less” dollars creates a management dilemma, complete with offices, specialists, committees, and training that is not needed. Let’s manage our dollars and throw workyears out. DoD and components can still issue manpower requirements for organizations and functions through manpower engineering, but the delivery of such to the managers can be converted to dollars. RECOMMENDATION: Stop managing human resources by workyears.
