I am a career civilian employee of almost 18yrs. I do not see how this system is going to work. There is already special treatment amongst certain employees. When they implemented the PASS/FAIL rating system, (just PASS or Fail and no comments) it was so employee could be rewarded more often. You know based on your performance. So I thought. I use to get rewarded every year for my effort. I have only seen one since the new FASS/FAIL system went into place. It is hard for a supervisor to know what you do when they change all of the time. When I received my award(behind closed doors) BIG SECRET. I was told not to say anything to the others because they would have their turn next year. I thought people were to be awarded on their performance and not taking turns. My turn finally came up this year. I guess what I am getting too is, you will get a raise when your turn comes up and not based on your work performance. I see others get two and three awards a year because their supervisor believes in them. I put in extra time and effort into my job all the time. I am the type of employee that is supervised but not supervised. I have to have a supervisor, but she has very little understanding of what I do. I am very specialized in what I do and they have no clue. Some supervisor’s do not believe in awards. How is this fair? Now they are going to determine pay raises. I have seen way to much favoritism as it is. “It is not my job” is not in my vocabulary. I can’t even begin to think or see how the new pay system will work. It is suppose to provide pay increases and bonuses. It does not work now! We went from an awards system that worked before to the PASS/FAIL. Now we are heading back to the old rating system that worked, but going to mess with the pay step increases. The only thing…that I can count on. This is so messed up. Why don't you folks work on better health coverage...Starting with dental. Why do some civil service employees have special dental coverage and not others. DELTA DENTAL/UNITED CONCORDIA what everyone has the contract today?
