This system claims to attract, develop, retain, and reward employees, however, I can't find one employee who wants this new system, including myself. These changes represent a lot of uncertainty for employees, and many are anxiously awaiting the fallout of the changes to determine whether to continue employment with the DoD. My expectation is that these changes will hurt our level of current manning, and with the employee shortages that my organization is currently experiencing.... well, we could be in trouble. Bottom line is that I don't think this system will be more attractive to potential employees, and it is definitely not desired by current employees. We are having trouble keeping employees as it is. This will only make it worse.
