Comments:
I am concerned at the amount of control being delegated to supervisors. I do not see any checks and balances that prevent abuse of the system. I am also concerned about the level of difficulty and time requirement to administer this new process. It has been my experience that supervisors are not the most knowledgeable people about personnel processes nor do they have the time to devote to becoming experts in the subject.
