I have reviewed the proposed nsps and overall do not believe it is a reasonable or fair system. The proposed NSPS personnel system is a reinvention of the wheel that benefits no one while eliminating most protections that were built into the civil service system over the years to prevent blatant favoritism by supervisors. The proposed NSPS actively rewards and encourages unfair and morally wrong behavior by supervisors because there are no adequate checks and balances. Presently supervisors are not held accountable for their lack of management skills and failure to use the tools they already have available to manage workers and keep productivity high. Federal employees should be evaluating their supervisors. Students at most colleges evaluate their professors. It helps keep the system honest and lets the university know about the quality of education they are receiving. Federal employees are also paying the supervisors salaries and should have input into ratings of supervisors. There are quick hire procedures in place and there could be some changes made to eliminate poor workers, but the new system does not distinguish between “poor workers” and people who don’t kiss up to the boss often enough. They definitely are not the same. The new NSPS basically gives management the right to freely discriminate against workers of any race, color, creed, sex or age. Is this America? Are our sons, daughters, husbands and other family members fighting to defend this proposed violation of everybody’s rights?
