After thoroughly reviewing the proposed regulation, I find the following areas to be extremely vague: pay banding, compensation, RIF procedures, and performance management. I believe the proposed text affords the Secretary to much power with not enough checks and balances built into the system. Furthermore, manager's roles and responsibilities will increase tremendously leaving management resources severely strapped. In addition, to many opportunities will exist for "nepotism" and "cronyism" creating a potential "spoils system" in regards to hiring practices, performance appraisals and awards. Finally, we should strive for implementing principles and safeguards for the good of all government employees. I recommend an additional public comment period after providing more details but before it goes final. I do not see any need to rush into implementation by July 2005. Let's make sure we get this right the first time. I will save a lot of money in the end.
