1) Performance Management: quote- Conduct (e.g., behavior, professional demeanor) will be recognized as an element of performance. I am concerned that far too much emphasis is now placed on _being a team player_. The examples given of conduct ratings tend to reinforce this concern. 'Measuring' conduct allows the rater to be FAR TOO subjective. Since such skills are essential to success in all other performance areas, the current DoD appraisal metric largely measures how well the rater likes the employee – which can easily be opposite to their actual contribution to the mission. Thus there is NO substantive need to consider Conduct as a separately managed performance metric.
