2) Career Brief/history: The current methods through which either a supervisor or especially an employee creates or corrects skills recorded in the Career Brief is cumbersome and prone to misuse. All too often a supervisor submits a pre-existing (approved) PD, simply to get through the personnel process easily - & knowing that the work assigned isn’t covered by it and will be incorrectly classified. Resolution of employee’s legitimate concerns can then be frustrated, short of a factual check of work-related records – which is now only possible via a desk audit, a feat which is rarely (if ever) accomplished. I see NOTHING in the currently-proposed NSPS which seeks to redress this chronic problem. I suggest that ALL open disputes of Career Brief records be subjected to a formal & factual desk audit to ensure that conversion to NSPS does NOT exacerbate the problem.
