"The proposed pay system is intended to attract, develop, retain, and reward high-performing employees through appropriate compensation." Human nature teaches us that what this will actually do is cause every employee to put forth the same amount of performance, most likely at a lower level than is currently given, in order to not stand out from the crown, either in a positive or negative aspect. In other words, you'll get less performance than you currently enjoy, and since no one will be a lower performer than anyone else, you won't be able to lower anyone's pay because of it. Smart thinking, Mr Secretary Rumsfeld!!
