The new regulations have all but eliminated job experience. Since when does the newest person hired have all the expertise to complete the job. All organizations have unique computer systems, formats, forms, publications, chain of command and directions to follow. Since the new person obviously has not experienced any of this, how could they be graded by performance when there is no job performance to commend or discipline. People here at DITCO who have been here 20 plus years still say they learn something new every day. But this may be understandable considering the standards in the X118 OPM qualifications manual. It would only fair that the people affected be consulted in such a drastic change of promotion in government. It comes down to higher management saying the time spent by the current government personnel really amounted to nothing more than filling a space. If it's not broke, don't change it.
