I don't feel the Sec Def should have the sole authority in determining what is in the best interest of the entire DoD workforce when restructuring the GS personnel system. The old system has been in place for many years and thousands have benefited from it. Yes, the new system may have some merit as to the ability to recruit younger employees, however, I feel it also has some faults in that same ability. I also don't think giving the supervisor the ability to determine the "pay" for an individual is in the best interest. I agree pay should be based on performance, however, most supervisors are ill qualified to make such a determination. If by chance you should "tick" off your supervisor for some reason, they will have just cause and ability, to see that you suffer adverse action and nothing can be done. If such a complete overhaul of the system is necessary could it not be done in the same manner as when the CSRS/FERS conversion was made? Why effect all government employees when you could "grandfather" in a specific group.
