NSPS Program Executive Mary E. Lacey at a recent meeting at Lackland AFB had to state several times in response to questions that details still have not been determined on various aspects of NSPS. How can NSPS be put in place by July, 2005, when many details remain to be worked out before its implementation? Does my future in the federal workforce depend on decisions that are going to be made ad hoc? What kind of training will be given to those managers who will determine my pay, my bonuses or lack thereof, etc.? How will management be forced to improve their own performance? What safeguards will be put in place to deal with the favoritism and cronyism that is already present in many civil service employee-supervisor relationships despite present safeguards? Why is management now being given additional authority to determine my pay, etc., when in the past they have been unable to deal with the underperformers that apparently plagues the current Civil Service system?
