NSPS is being enacted under the pretense to align DOD's Human Resource's Management System with the Department's critical mission requirements and protects the civil service rights of its employees. This proposal will do more harm to the civil service rights of its employees than any other law or policy ever made in the history of the United States. BASIC PAY will be changed due to war efforts. CLASSIFICATION will be changed due to war efforts. PERFORMANCE MANAGEMENT will be changed due to war efforts. STAFFING will be changed due to war efforts. LABOR RELATIONS will be changed due to war efforts. ADVERSE ACTIONS will be changed due to war efforts. EMPLOYEE APPEALS will be changed due to war efforts. To sum things up, management will have total control of all the above and inedibly more once NSPS is enacted. Management will have the power to control/dictate whatever way they please. This will be the start of the demise of the workforce as we know it. And, it is all because of monies needed for war efforts. Ironically, the United States has helped bring democracy to Iran while our country is headed toward a dictatorship government - starting with NSPS. NSPS is illegally being pursued. Government policy states that any new proposals or revisions, the unions have the right to be involved. Our unions have been denied access to the process. Their voices that represent the people have not been heard - atypical of a dictatorship government. Once NSPS is in place, employees will not be able to protect themselves against blatant matters such as abuse, harassment - sexual or work related, favoritism "good old boys system" which is already prevalent in the work place. It will get worse. As it is already, "good old boys" are promoted by their friends and family. NSPS will give management the opportunity to fire employees just to bring in family and friends. Employees will be left to their mercy. The undermining, manipulating, dictating practices will be at an all time high. Mutiny will surface because morale will be at an all time low and it will cause employees to compromise their work ethics. I am making an appeal to Congress to please regress and rethink about the devastating affect this new proposal will have on our nation. The working class will suffer. It is so easy for those who are making the proposal to do so because they are not the ones being impacted by it. Until they experience the devastation of it by living and walking in the shoes of those who have to, they will never understand how great of a negative impact it will have on employees' lives.
