Subpart C - Pay and Pay Admin. Cost of living increases are the only way an employee at the top step of a grade level can increase yearly retirement amounts. These increases will now be included in the pay pool. Under NSPS, if an employee is at the maximum level of the pay band, there is no manner in which to increase one's yearly salary level to affect retirement pay, even if that employee is a stellar employee. Due to circumstances, the employee does not wish to proceed to the next pay band, so what is the incentive for continuing to work hard and do an exceptional job??? Bonuses at this point will have no effect on longterm retirement pay, which is crucial to those with tenure.
