My comments are for all of the proposed changes. As an employee of DOD for 19 years I can tell you for a fact that the changes proposed will and a huge negative impact on us. First why would you call us anything to do with Security? Could it be because of the Home Land Security Act gives the government cart blanch to do anything they want to without regard for our civil rights? The agency I work for can’t even process the annual ratings for its employees in the timeframe established so under this new plan we will never be treated properly, and without a fair and equitable complaint process it will just be unbearable to work for the government. Ultimate power corrupts. Managers can’t be trained to have compassion nor can they leave the bias baggage they carry behind. The system we currently have does have problems but the proposed plan will leave a trail of permanent dysfunction with no avenue of relief for the employees. Here is a thought if this is such a great plan why not use it for all of upper management as a test and in 4 years compile the results and will go from there.
