These comments address the entire document. The document is terribly difficult to read because of all the references to other laws, regulations, sections, parts or paragraphs. It reads as a confused document. What I have been able to figure out is that this attempt to make things easier for everyone is going to make things worse for everyone except the supervisors. NSPS is an idea that will not entice the level of talent its authors hope. It is full of uncertainty, personal interpretation and is not very positive for the employees. The document has so many bad things to say, it is difficult to know where to begin. Suffice it to say that NSPS is not an idea whose idea has come. These regulations need to be scrapped; something more workable and employee-friendly should be proposed. As it is written, this document is extremely powerful and extremely scary. Please start over.
