Comments:
I'm oppose to the change of step increases being given by merit and controlled by the supervisor instead of time managed. One can have a supervisor who has something against you and never give you a good rating; and therefore, no step increase. And also, there are those supervisors who don't do anything for the hardworkers by not rating them at all or half done ones because they're lazy...yikes! It should remain as is..timely by the amount of years between each step.
