Comments:
This system is a slap in the face to all federal employees. It signals open season on all of us by unscrupulous managers who will use it for their own personal gain to help reward their "inner circle of good old boys" and make it to to easy to remove an employee they have a distaste for...not an empolyee who doesn't do his/her job...one they simply have a mistaste for or who has questioned their judgement.
