As a government employee, I do not think the new method of determining raise amounts/pay increases can be administered fairly across the board to every employee. I have always received excellent ratings but I have also witnessed instances where supervisory personnel have had personality conflicts with good employees. The new system gives too much power and responsibility to management to determine exceptional performance. Too many gray areas and different interpretations of what will qualify employee to receive pay increase. Not happy that our organization will be placed on NSPS very soon and think it is very unfair to force it upon us when it has not been tried for a longer period of time so more of the pros and cons could be identified. Another thought is that it adds additional burden to our management who are often already stretched to the limit.
