5 CFR Chapter XCIX and Part 9901 Have we learned nothing from history? The NSPS is simply the old Spoils system returning. There was a reason Civil Service reforms were enacted. If the Civil Service System needs to be improved, then make changes within the system. DO NOT bring in a totally new, untried system and run the risk of destroying a system that works. Now, the entire DOD Dept is a guinea pig for all government employees. Do you really want DOD to be the test of whether this is a good or bad system? The organization that is responsible for our national security should not be put into an experimental program. None of the specifics of this program have been written, and those that have been explained will promote favoritism, dissention among workers, destroy teamwork, and result in raises for upper management and nothing for GS-11's and below.
